Get him on a long line and an ecollar. If you don't know what I mean by this let me know and i'll explain.

Very easy fix, and you can see results in two days. I had the same issue with my lab, and I was floored with how simple the solution is.

With your dog a few feet away, blow the whistle and command sit. Do this over and over, and slowly increase the distance (seriously take your time). Eventually, your dog will think "whistle, I know what always comes next", and they will sit. When I was "refining" this with my lab, he would be almost 50 yards away, and same drill- whistle blast, command sit, followed by praise (assuming he got it right).

I never used the e-collar for this, but that doesn't mean it can't work.
